Objective

You are able to describe the municipal authorities and municipal structures of decision-making and governance process.

You are able to explain the principles of local self-government, as well as the tasks and responsibilities of organizing and municipal authorities.

As a resident of the municipality, you are able to participate in and influence decision making, as well as use legal protection.

You are able to explain the key differences between employment and tenure, as well as the principles for the selection of officials and municipal office-holders and their rights, duties and official responsibilities.

What is the role of municipalities in the Finnish governance structure and how is the municipal decision-making organised?

What are the parameters of the municipal self-governance and how can municipalities use them in organizing tasks?

How can the residents of a municipality use their right to participate in and influence municipal administration?

What are the eligibility requirements for municipal officials and civil servants?

What are the rights and responsibilities of municipal officials and civil servants?

Study forms and methods

Individual study tracks can be negotiated with the instructor. It will be available only if the student can provide sufficient basis for such implementation. There can be a pre-test to assess the students’ ability and suitability to complete the course individually.
